Drivers caught speeding get tut tut letters from TfL the first time and even the second time. It’s only the third time they get passed on to the police. The Met send a getting-serious-now letter that includes a fine.
That’s why teams have to go to the same place again (and again). Enough to catch the same people several times but not regularly enough to teach them to be wary.
