everyone knows that 1) speed cameras are just money-raising devices, that 2) drivers are the best judge of what is a safe speed. Everyone also knows that speeding is so commonplace and the police so busy that they don’t have time to catch them all. Nevertheless, and bafflingly, complaints about speeding continue to flood in from those who don’t understand points 1 and 2

TfL therefore funds Community Roadwatch (aka Community Speedwatch in the rest of the country but that was too controversial for the then-Mayor Johnson B). Speeding doesn’t actually result in fines, or not straightaway. If you are daft enough to get caught three times then you get a penalty.
