Drivers caught speeding get tut tut letters the first time and even the second time. It’s only the third one that includes a fine. So therefore teams have to go to the same place again (and again). Enough to catch the same people several times but not enough to teach them to be wary.

I'm not at at all surprised that so many Londoners back Low Traffic Neighbourhoods.
They make our streets safer and more pleasant, and better for pedestrians and cyclists.
