Southwark Cyclists volunteer Bob Eva will be holding the speedgun and collecting the evidence which has led the Met to start organising their own speed traps. He will be protected by PCSO Kevin Phillips whose benign presence (and police uniform) generally seems to calm angry drivers. Together they draw up a list of malefactors who receive warning letters from TfL and threats from the police.
