DESCRIPTION:Policemen driving around tend to underestimate the amount of speeding because\, surprise\, surprise\, motorists don’t break the law so often with a policeman on their tail. Southwark Cyclist volunteers working with the Met have opened their eyes. The civilian-held speedguns found so much speeding that the real police have started using speed guns themselves and handing out real fines. \nYou can do your bit. Councillors rely on police estimates of speeding when deciding where to put the traffic calming and road closures. DESCRIPTION:Southwark Cyclist volunteers are working with the police to reduce illegal speeding on our roads. Community Speedwatch is a co-operation between the community (represented by us) and the Met. The community volunteer holds the speedgun and shouts out the numbers and PCSO Kevin Phillips writes down the registration numbers and makes. Then he looks up the drivers using Automatic Numberplate Recognition and they all get threatening letters. They are catching so many that the traffic police are getting involved with their own speedguns and handing out real fines. \nThis is worthwhile and a lot of fun. DESCRIPTION:Show the Met the community cares about speeding. I’m sure we all do. Community Speedwatch is a collaboration between the community (us) and the police (PCSO Kevin Phillips and friends). The community volunteer — in this case Southwark Cyclist Bob Eva — holds the speed gun and the Met writes down the numbers and sends them off to TfL who writes nasty letters to the drivers. \nIf you get caught three times you have to take an IQ test (no that’s a joke) you get a police fine. So the punishments on offer are not great but it seems to terrify drivers\, reduces their sense of impunity and provides evidence of widespread speeding which it’s useful for the police to see. The police meanwhile warm and snug in their cars\, unaware that drivers are on their best behaviour all round them\, feel there isn’t much of a problem. \nCommunity Speedwatch — a co-operative effort between the police and the community — has shown how big a problem there is. DESCRIPTION:Bob Eva will be representing the community and holding the speed gun. Looking after him will be his personal police protection officer\, Kevin Phillips. Kevin gets between Bob and angry drivers. The picture doesn’t show one of their captures but you get the idea. Bob and Kevin will be exercising their skills in Herne Hill at the junction with Holmdene Avenue. \nAnyone can join in. DESCRIPTION:Lots of chat about speeding on Barry Road and now the council wants to run its flagship cycling route down the road. The average speed is over 24mph (I wouldn’t dispute that) and some motorists are doing more than 30mph (I wouldn’t dispute that either). All these figures come from the police and it’s hard not to suppose that they are the sort of speeds motorists do when they have a police car on their tail. \nNow Community Speedwatch is going to use its investigative powers on the bit around the Barry Road/Upland Road junction. Southwark Cyclists is providing the community engagement and the long-arm of the law will be represented by PCSO Kevin Phillips and well represented too. DESCRIPTION:Southwark Cyclists speedwatch volunteers will be on Croxted Road near the junction with the South Circular. They will be protected from the revenge of the motorist by PCSO Kevin Phillips. He’s not allowed to hold the speed gun (“war on the motorist”). A community volunteer is needed to do that but Kevin is allowed to write down the numbers and do the admin — tell TfL who to write rude letters to. DESCRIPTION:everyone knows that 1) speed cameras are just money-raising devices\, that 2) drivers are the best judge of what is a safe speed. Everyone also knows that speeding is so commonplace and the police so busy that they don’t have time to catch them all. Nevertheless\, and bafflingly\, complaints about speeding continue to flood in from those who don’t understand points 1 and 2 \nTfL therefore funds Community Roadwatch (aka Community Speedwatch in the rest of the country but that was too controversial for the then-Mayor Johnson B). Speeding doesn’t actually result in fines\, or not straightaway. If you are daft enough to get caught three times then you get a penalty. \nGiving up part of his Saturday today is Southwark Cyclists volunteer Werner\, protected by PCSO Kevin Phillips (pic above)\, a man admirably dedicated to road safety with whom we all agree.
